Setting Up a Business in the Philippines

A step-by-step guide to registering and starting your business, from DTI registration to opening a bank account.

Register Your Business Name with DTI or SEC

For sole proprietorships, register with DTI. For partnerships and corporations, register with SEC.

DTI: 15 min–1 day. SEC: 1–3 days

Requirements

  • Accomplished application form
  • Proposed business name (prepare alternatives)
  • Valid ID
  • Registration fee (PHP 200–2,000 for DTI)

Note

DTI registration can be done online at bnrs.dti.gov.ph. SEC offers online registration via eSPARC.

Register with the Barangay

Obtain a Barangay Business Clearance from the barangay where your business will operate.

Usually same day

Requirements

  • DTI/SEC Certificate of Registration
  • Barangay clearance application form
  • Valid ID
  • Proof of business address

Note

Visit the barangay hall during business hours. Fees vary by barangay.

Get Your Business Permit (Mayor's Permit)

Apply for a Mayor's Permit at your city or municipality's Business Permits and Licensing Office (BPLO).

3–10 business days

Requirements

  • DTI/SEC registration
  • Barangay Business Clearance
  • Lease contract or land title
  • Fire safety inspection certificate
  • Sanitary permit
  • Community Tax Certificate

Note

Some LGUs have a one-stop-shop for business permits. Renewal is usually in January each year.

Register with the BIR

Register for your Tax Identification Number (TIN) and register your business for tax purposes.

1–3 business days

Requirements

  • BIR Form 1901 or 1903
  • DTI/SEC registration
  • Mayor's Permit
  • Lease contract
  • Valid ID
  • Registration fee (PHP 500)

Note

You will need to register your books of accounts, receipts/invoices, and choose your tax method.

Register with SSS, PhilHealth, and Pag-IBIG

If you have employees, you must register as an employer with all three agencies.

1–2 business days per agency

Requirements

  • DTI/SEC registration
  • BIR Certificate of Registration
  • Employer registration forms for each agency
  • List of employees

Note

Registration can be done online for all three agencies. You are also required to register yourself as self-employed.

Open a Business Bank Account

Open a separate bank account for your business transactions.

Same day to 1 week

Requirements

  • DTI/SEC registration
  • BIR Certificate of Registration
  • Mayor's Permit
  • Valid IDs of authorized signatories
  • Initial deposit

Note

Major banks: BDO, BPI, Metrobank, UnionBank. Digital banks like Maya and GCash also offer business accounts.
